Villar City is the brainchild of Filipino business tycoon Manny Villar Jr., the wealthiest person in the Philippines. The project integrates residential, commercial, and recreational spaces, including luxury residential enclaves like Banyan Tree Estates, a major thoroughfare called Villar Avenue, and the Banyan Tree Cyberpark. The development's phased approach has already seen the completion of key infrastructure, and ongoing construction of residential and commercial establishments.

Manny Villar Jr.'s journey from humble beginnings to a business magnate is a testament to his resilience and vision. Born in Manila, he helped his mother sell seafood, instilling a strong work ethic. He later earned degrees in Business Administration and ventured into the construction and real estate industries. In 1975, he founded Camella Homes, focusing on affordable housing, which led to the creation of Vista Land & Lifescapes, Inc., now one of the country's largest homebuilders.

Beyond business, Villar is known for his philanthropic efforts through the Villar Social Institute for Poverty Alleviation and Governance (Villar SIPAG). Villar City is envisioned as a modern metropolis that will redefine urban living in the Philippines, reflecting Villar's commitment to nation-building and innovation. The city includes 100 cafes, interconnected access roads, educational institutions, and cultural centers.
